Social Audit of MGNREGA In North Eastern States of India

Social Audit of implementation of Mahatma Gandhi National Rural Employment Guarantee Act, 2005 has slowly got institutionalised and Government of India is making effort to expand it to other programmes too. Centre for Social Audit of NIRD&PR has conducted a study to understand current status of social audit of MGNREGA in India. This paper describes the concept, process, evolution of social audit in India. Legal framework and executive instructions for social audit has been analysed. Status of social audit in eight North-Eastern States on India has been assessed in the context of coverage of social audit, social audit process, personnel and their capacity building, independence of Social Audit Units (SAUs)etc. On the basis of findings, the paper has identified areas of concern and recommended steps to further strengthen the social audit process in North-Eastern India
